Allows individuals licensed for at least one year in another state, U.S. territory, District of Columbia, or military branch to apply for a Missouri license in the same occupation and practice level

Requires oversight bodies to process standard reciprocity applications within 6 months, waiving examination, education, and experience requirements if the other jurisdiction had minimum requirements that the applicant met

Expedites processing to 30 days for military spouses and spouses of Missouri law enforcement officers

Grants the Missouri board for architects, professional engineers, professional land surveyors, and professional landscape architects authority to deny licenses if an applicant's qualifications are not substantially equivalent to Missouri standards

Excludes certain occupations from reciprocity provisions, including those under section 290.257(6) and electrical contractors licensed under sections 324.900-324.945
