Creates "Sophie's Law" establishing the new offense of "grooming of a minor" when an adult 18+ engages in a pattern of conduct with sexual intent toward a person 17 or under, classified as a class B felony (class A if sexual conduct occurs) with mandatory minimum 5-year sentence before parole eligibility

Increases penalties for nonconsensual dissemination of private sexual images ("revenge porn") from class D to class C felony when victims are minors or vulnerable persons, and upgrades threatening such dissemination from class E to class D felony (class A if it causes serious injury/death or involves minors)

Removes the requirement that victims of nonconsensual image dissemination be 18+ years old, extending protections to all ages

Adds grooming of a minor, nonconsensual dissemination of private sexual images, and threatening nonconsensual dissemination to the list of offenses requiring sex offender registration

Mandates restitution for victims of grooming and image-based offenses covering rehabilitation costs, lost income, educational disruption, relocation assistance, and image removal costs; adds $500-$5,000 judgment to the Crime Victims' Compensation Fund for image-based offense convictions
