Restricts weighted blankets in child care facilities to a maximum of five pounds and prohibits their use on children under one year of age

Requires child care facilities to provide safe rest options for non-napping children, including supervised quiet-play activities as an alternative to restrained rest

Mandates individualized care plans for children with special needs, requiring annual review and signatures from parents/guardians, facility owner/director, the child's primary care provider, and direct care staff

Requires all licensed and registered child care facilities to complete at least one hour of training on special needs care, with additional diagnosis-specific training for staff directly caring for children with special needs
