Employees must provide proof of separate health insurance coverage and submit an election form within 31 days of hire or during open enrollment periods

Stipend calculations exclude any state contributions that would have been made for spouse or dependent coverage, and amounts are prorated for partial-year elections

Annual stipend payments are treated as taxable income from state employment

Dental and vision benefit coverage are excluded from opt-out provisions
