Eliminates mandatory biennial safety inspections for most motor vehicles in Missouri, effective January 1, 2027, while retaining inspection requirements only for prior salvage vehicles following a rebuilding process and vehicles involved in accidents when directed by police

Maintains annual safety inspection requirements for school buses, including checks of mirrors, warning flashers, stop signal arms, emergency exits, and other safety equipment specific to transporting children

Allows licensed new or used motor vehicle dealers to perform VIN inspections and odometer certifications for out-of-state vehicles being titled in Missouri, in addition to official inspection stations

Removes the requirement that used motor vehicles be inspected immediately prior to sale by dealers, eliminating the pre-sale inspection mandate

Street rods and custom vehicles are exempted from periodic vehicle inspections and emission control requirements, with removal of the safety inspection requirement previously needed when registering these specialty vehicles
