Creates the "Purple Alert System" within the Missouri Department of Public Safety to locate missing persons with developmental disabilities whose disappearance poses a credible threat of immediate danger or serious bodily harm.

Defines developmental disability to include mental/cognitive disabilities, intellectual disabilities, brain injuries, and other physical/mental/emotional disabilities not related to substance abuse; excludes Alzheimer's and dementia-related disorders for persons 60 and older.

Requires the Department of Public Safety, Missouri State Highway Patrol, Department of Transportation, Department of Health and Senior Services, state lottery, and local law enforcement to develop the training program and alert system before July 1, 2027.

Mandates crisis intervention team training for law enforcement to understand developmental disabilities, de-escalate interactions, and respond effectively to missing person emergencies.

Requires law enforcement receiving a report to contact media outlets, inform all on-duty officers, and communicate the report to law enforcement agencies in surrounding counties.
