Repeals 10 outdated transportation-related statutes from Missouri law, including requirements for road overseers to erect fingerboards at road crossings, rules for moving threshing machines and steam engines over bridges, and regulations for mining coal under public roads

Expands the existing memorial road designation law to include members of the Armed Forces killed in the line of duty, in addition to law enforcement officers and emergency personnel

Counties, cities, and villages may designate streets, roads, or highways as memorial roads and are responsible for all costs of erecting and maintaining memorial signage

Eliminates the obsolete $1 permit fee for moving houses or buildings over public roads that was previously paid to county clerks

Removes outdated provisions governing temporary road abandonment for strip mining operations in township-organized counties
