Adds U.S. citizenship as a requirement for peace officer licensure in Missouri, allowing the director to deny applications from non-citizens

Authorizes denial of peace officer license applications when the applicant previously had a license or certification revoked or surrendered

Director may grant applications subject to probation or deny them outright when cause exists, with written notification to applicants of reasons and appeal rights

Applicants may appeal denial decisions to the administrative hearing commission within 30 days; failure to request a hearing within this timeframe waives appeal rights

Amends Section 590.100, RSMo, adding two new grounds for denial while preserving existing provisions allowing denial based on conduct that would warrant discipline
