Creates new criminal offense for approaching or remaining within 25 feet of a first responder after receiving an oral warning not to approach, when done with intent to impede, threaten with physical harm, or harass

Applies only when the first responder is engaged in lawful performance of duties and the person knows or reasonably should know the individual is a first responder

Classified as a Class D misdemeanor

Defines "first responder" as law enforcement officers, parole/probation officers, firefighters, and emergency medical care providers (including ambulance drivers, EMTs, paramedics, nurses, physicians, and hospital emergency department personnel)

Defines "harass" as willful conduct causing substantial emotional distress that serves no legitimate purpose
