Shifts candidacy filing deadlines from the 17th/14th Tuesday to the 16th/13th Tuesday before elections, with an extension if the 13th Tuesday falls on a state or federal holiday

Changes in-person absentee voting without a stated reason from beginning the 2nd Tuesday to the 4th Tuesday before an election

Requires electronic voting equipment testing at least 14 days prior to an election and no less than one week before (previously just "within" 14 days)

Extends provisional ballot procedures to all public elections, not just federal/statewide races, and requires candidates in cities not within a county to file tax payment affidavits with official receipts showing no delinquent taxes

Requires write-in candidates to file declarations of intent for all elections, removing the exception for offices where no candidate has filed, and mandates that permanent disability absentee voter lists be kept confidential
