Removes the prohibition on Clean Water Commission members receiving a significant portion of their income from federal water pollution permit holders or applicants within the previous two years

Requires the commission to establish procedural rules specifying when members must exempt themselves from discussions and voting due to potential conflicts of interest

Maintains existing composition requirements: seven governor-appointed members with Senate confirmation, no more than four from the same political party, and no more than four representing the public

Corrects an internal reference regarding vacancy filling procedures from subsection 1 to subsection 2
