Creates the "Patients First Act" requiring the Missouri Department of Commerce and Insurance to enforce federal nondiscrimination protections (Section 2706 of the Public Health Service Act, 42 U.S.C. Section 300gg-5) for health care providers participating in health plans

Prohibits health benefit plans from discriminating against health care providers based on licensure type with respect to reimbursement or participation in insurance programs

Requires all health care providers to be reimbursed at the same rate for the same service when performed within their scope of practice

Allows insurers to establish varying reimbursement rates based on quality or performance measures

Exempts physicians licensed under chapter 334 from these equal reimbursement requirements
