Designates June as "Fathership Month" in Missouri to raise awareness about the importance of fathers being part of their children's lives

Establishes the "Missouri Fathership Project" within the Department of Social Services to promote fatherhood through self-esteem building, family reunification, education, career training, employment support, and child-support compliance

Creates a grant program for family-focused community agencies, faith-based organizations, and nonprofits to hire and train "fathership project specialists" who serve as one-on-one contacts for fathers seeking to reunify with their children

Establishes the "Missouri Fathership Project Grant Fund" in the state treasury to receive legislative appropriations and other funding sources, with funds not reverting to general revenue at biennium end

Provides that fathers participating in the project who maintain regular child support payments or comply with custody orders become eligible for limited driving privileges and protection from suspension of hunting/fishing licenses or professional/occupational licenses
