Requires all hospitals, clinics, and health care facilities providing perinatal care to implement evidence-based implicit bias training programs for health care providers, with initial training followed by refresher courses every two years

Mandates the Department of Health and Senior Services track and publish data on severe maternal morbidity (including hemorrhage, hypertension, preeclampsia, sepsis, and other conditions) and pregnancy-related deaths at least every three years, disaggregated by race and ethnicity

Requires death certificates to include information on whether the decedent was pregnant at the time of death or within one year prior, consistent with the U.S. Standard Certificate of Death

Requires hospitals to provide patients with written information about their rights upon admission, including the right to participate in medical care decisions, appropriate pain treatment, freedom from discrimination, and instructions for filing complaints

Defines "pregnancy-related death" as death within 365 days of the end of a pregnancy from any cause related to or aggravated by the pregnancy or its management
