Increases the annual purchase limit for ephedrine, phenylpropanolamine, and pseudoephedrine products from 43 grams to 61.2 grams per person within any 12-month period

Requires manufacturers of these methamphetamine precursor drugs to pay monthly fees to the administrator of the real-time electronic pseudoephedrine tracking system beginning October 1, 2026

Makes it a criminal offense for manufacturers to knowingly fail to pay the required tracking system fees

Maintains existing limits of 7.2 grams per 30-day period and 3.6 grams per 24-hour period for over-the-counter sales

Violations remain classified as a class A misdemeanor
