Prohibits pharmacy benefits managers (PBMs) from limiting a patient's choice of pharmacy through monetary penalties such as co-payment variations, reduced reimbursements, or promotions favoring one pharmacy over another

Requires PBMs to reimburse Missouri pharmacies at no less than the National Average Drug Acquisition Cost (NADAC) for prescription drugs on the date dispensed

Mandates PBMs reimburse all Missouri pharmacies equally to what they pay their own affiliated pharmacies for the same prescription drug

Requires PBMs to pay pharmacies a dispensing fee of at least 90% of the MO HealthNet professional dispensing fee in addition to drug cost reimbursements

Prohibits PBMs from imposing accreditation, certification, or credentialing requirements on pharmacies beyond state licensure requirements as a condition of network participation
