Changes the opening date for filing declarations of candidacy from the 17th Tuesday to the 16th Tuesday prior to the election (8:00 a.m.)

Moves the closing filing date from the 14th Tuesday to the 13th Tuesday prior to the election (5:00 p.m.)

Adds a provision that if the 13th Tuesday falls on a state or federal holiday, the closing deadline extends to 5:00 p.m. on the next non-holiday day

Requires political subdivisions and special districts to notify the public of filing dates before the 16th Tuesday prior to the election (previously the 17th Tuesday)
