Adds statutory definitions for gift card-related terms including "closed-loop gift card" (redeemable at single merchant or affiliated merchants), "open-loop gift card" (branded with major payment network, redeemable at multiple unaffiliated merchants), "gift card holder," "gift card issuer," "gift card seller," and "gift card redemption information"

Value for penalty purposes calculated as the greatest economic loss the owner might reasonably suffer, including full face value or potential value for variable load gift cards
