MO HB1998

Prohibits all Missouri public schools, school districts, and public postsecondary institutions from using state funding (including federal pass-through funds) for diversity, equity, and inclusion (DEI) programs, courses, training, workshops, curriculum materials, or student groups

Defines DEI broadly as any educational program, course, initiative, or curriculum designed to promote, teach, or enforce principles related to diversity, equity, and inclusion

Requires institutions that violate the prohibition to return the misused state funds to the state treasury and lose all state funding for the fiscal year in which the violation occurs

Authorizes any resident, taxpayer, or employee to file complaints with the relevant department (Department of Elementary and Secondary Education or Department of Higher Education and Workforce Development) alleging violations

Requires each department to establish compliance monitoring procedures and issue annual reports detailing the number of violations and total state funding recovered
