Changes the required notice method for unpaid sewer charges from certified mail to first-class mail before a public sewer district can disconnect service or request water shutoff

Applies to sewer charges unpaid for more than three months under both Section 249.255 (constitutional/statutory sewer districts) and Section 249.645 (districts created under sections 249.430-249.660)

Maintains existing lien priority for unpaid sewer charges, which rank above all liens except state and county taxes

Preserves district authority to disconnect sewer lines or request water service discontinuation from private water companies, public water supply districts, or municipalities until charges and related costs are paid
