Appropriates $8.5 billion total for Missouri's Department of Elementary and Secondary Education for fiscal year July 1, 2026 through June 30, 2027, including $4.7 billion from General Revenue, $1.5 billion from Federal Funds, and $2.3 billion from Other Funds

Allocates $4.67 billion for the School Foundation Program, including $4.28 billion for the Foundation Formula and $361.4 million for transportation, with $30 million designated for the Small Schools Program

Funds pre-kindergarten education grants totaling $72 million ($16.2 million to child care facilities and $55.8 million to local education agencies) with priority given to students at or below 185% of federal poverty level

Provides $310.6 million for child care subsidies for low-income families with tiered eligibility: full subsidy at 150% federal poverty level or below, transitional benefits with sliding scale fees for incomes between 150-215% of poverty level

Includes $67.5 million for Career Ladder teacher incentives, $66.8 million for a $40,000 baseline educator salary grant program, and $272.8 million for Early Childhood Special Education programs
