Appropriates $8.5 billion total for Missouri's Department of Elementary and Secondary Education for fiscal year July 1, 2026 through June 30, 2027, including $4.7 billion from General Revenue Fund, $1.5 billion from Federal Funds, and $2.3 billion from Other Funds

Allocates $4.67 billion for distributions to free public schools under the School Foundation Program, including $4.28 billion for the Foundation Formula, $361.4 million for Transportation, and $30 million for the Small Schools Program

Provides $310.6 million for child care programs, including $261.9 million for child care subsidies for low-income families (at income thresholds up to 215% of federal poverty level) and $48.7 million for children in Department of Social Services custody

Funds $272.8 million for Early Childhood Special Education, $86.4 million for Career and Technical Education, $85.1 million for Vocational Rehabilitation, and $74.2 million for special education excess costs

Establishes teacher compensation programs including $66.8 million for a baseline educator salary of $40,000 and $67.5 million for Career Ladder, plus $71.1 million for pre-kindergarten education grants to child care facilities and local education agencies
