Appropriates $1,393,291,822 total for the Missouri Department of Higher Education and Workforce Development for fiscal year July 1, 2026 through June 30, 2027, including $1,202,235,681 from General Revenue, $60,062,542 in federal funds, and $130,993,599 from other funds.

Funds major scholarship and financial aid programs: $29,076,666 for Higher Education Academic Scholarship Program, $83,960,000 for Access Missouri Financial Assistance Program, $61,900,000 for A+ Schools Program, $8,000,000 for Fast Track Workforce Incentive Grant Program, and $7,000,000 for Dual Credit Scholarships.

Allocates operating funds to public universities: $542,224,004 to University of Missouri system, $145,899,544 to Missouri State University, $59,879,201 to University of Central Missouri, $57,534,566 to Southeast Missouri State University, and smaller amounts to other state universities and community colleges.

Provides $20,734,212 for the Division of Workforce Development and $3,014,272 for registered apprenticeship programs, plus $6,000,000 for the Public Safety Recruitment and Retention Act.

Prohibits state funding for diversity, equity, and inclusion programs at public higher education institutions, bars scholarship funds for students with unlawful immigration status, and prohibits tuition rates for undocumented students below international student rates.
