Appropriates $919.2 million total for the Department of Revenue for fiscal year 2027 (July 1, 2026 - June 30, 2027), including $1.995 billion for tax refunds, $536 million for motor fuel tax distribution to cities and counties, and $434.6 million transferred to the Lottery Proceeds Fund

Appropriates $3.98 billion total for the Department of Transportation, with $2.48 billion for highway construction programs including $310 million in bond debt service payments for the I-70 expansion project (three lanes each direction)

Authorizes up to $136 million annually in debt service for I-70 bonds (not to exceed $1.4 billion total), $44 million annually for I-44 improvement bonds (not to exceed $363.75 million total), and $45.55 million annually for bridge repair bonds (not to exceed $301 million total)

Funds multimodal transportation programs including $83.45 million for federal aviation airport improvements, $70.2 million for transit grants, $26 million for federal rail/port/freight assistance, and $18 million for daily Amtrak passenger rail service in Missouri

Includes specific one-time appropriations: $6.4 million for a U.S. Route 60 overpass, $6.29 million for footbridge maintenance in a city of 160,000-200,000 inhabitants, $5 million for road improvements in a county seat city, and $3 million for a railroad crossing detection pilot program
