Appropriates funds for fiscal year July 1, 2026 through June 30, 2027 for the Department of Economic Development ($2.1 billion total), Department of Commerce and Insurance ($87.2 million total), and Department of Labor and Industrial Relations ($323.9 million total)

Allocates $1.76 billion in federal funds for broadband grants, with a provision permanently barring providers who default on more than 20% of obligated broadband locations from receiving future state or federal broadband funding

Provides $36.9 million for Missouri Supplemental Tax Increment Financing for projects including Springfield Jordan Valley Park, Kansas City Bannister Mall, Branson Landing, St. Louis Innovation District, and National Geospatial Agency West

Funds workforce development programs including $27 million for community college training, $15.2 million for new/expanding industry training, $6 million for upskill credential training, and $67.9 million for the State Small Business Credit Initiative

Appropriates $70 million for Workers' Compensation Second Injury Fund claims, $150 million for tort victims' compensation payments, and $56.1 million for Division of Employment Security operations
