Appropriates funds for the Missouri Department of Public Safety and Department of National Guard for fiscal year July 1, 2026 through June 30, 2027, totaling approximately $2.07 billion for Public Safety (4,676.80 F.T.E.) and $56.5 million for National Guard (523.39 F.T.E.)

Allocates $59.5 million one-time for the FIFA World Cup Grant Program and $12 million for 2026 World Cup security services, including $1.67 million for National Guard deployment

Funds Missouri Veterans' Homes at $130.3 million (1,595.98 F.T.E.) for operations, medications, food services, and provides $900,000 one-time for veterans housing assistance and $500,000 one-time for hyperbaric oxygen therapy for veterans with PTSD or traumatic brain injury

Appropriates $1.17 billion primarily through the Missouri Disaster Fund for State Emergency Management Agency operations, including $40 million from General Revenue for federal grant matching and emergency assistance

Includes $10 million in grants for local law enforcement equipment and training (with 35% minimum to third-class counties), $2 million for law enforcement academy scholarships, and $5 million for deputy sheriff salary supplementation
