Appropriates $1,056,152,730 total for the Missouri Department of Corrections for fiscal year 2027 (July 1, 2026 - June 30, 2027), including $963.6 million from General Revenue, $6.2 million from federal funds, and $86.4 million from other funds

Funds 21 adult correctional facilities across Missouri, with the largest allocations to Eastern Reception, Diagnostic, and Correctional Center at Bonne Terre ($29.1 million) and Farmington Correctional Center ($28.0 million)

Allocates $222.9 million for contractual offender physical and mental health care services, plus $7.9 million from the Opioid Addiction Treatment and Recovery Fund for a medication-assisted treatment pilot program

Provides $55.6 million in aid to counties for criminal case costs, prisoner transportation, and jail reimbursements at $24.95 per prisoner per day, plus $4 million for a low-risk offender electronic monitoring program

Prohibits expenditure of funds for medical procedures, treatments, or drugs intended to conform an inmate's appearance to that of the opposite biological sex
