HB 2010 - FY 2027 Appropriations for Mental Health and Senior Services

• Appropriates approximately $4.44 billion for the Department of Mental Health and $2.22 billion for the Department of Health and Senior Services for the fiscal year July 1, 2026 through June 30, 2027
• Funds state psychiatric hospitals including Fulton State Hospital, Center for Behavioral Medicine, and Hawthorn Children's Psychiatric Hospital totaling $276.5 million, along with $2.14 billion for Comprehensive Waiver Services for individuals with developmental disabilities
• Allocates $722.4 million for consumer-directed personal care assistance services, $679.2 million for home and community-based services including respite care and adult day care, and $95.6 million for Area Agencies on Aging programs
• Includes $37 million for 988 Crisis Services, $10.4 million for recovery high schools, and various opioid treatment programs funded through the Opioid Addiction Treatment and Recovery Fund
• Sets specific provider rate caps and limits new developmental disabilities waiver slots to 77 additional placements for individuals transitioning from nursing homes, DSS Children's Division, or the MoCDD Waiver
