Appropriates $17.99 billion total for Missouri Department of Social Services for fiscal year July 1, 2026 through June 30, 2027, including $3.36 billion from General Revenue, $12.83 billion from federal funds, and $1.80 billion from other funds

Funds MO HealthNet (Medicaid) programs including $5.2 billion for adult Medicaid expansion under Article IV Section 36(c), $2.9 billion for managed care health plans, $1.7 billion for pharmaceuticals, and $1.2 billion for nursing facility care

Provides $216.3 million for Rural Health Transformation programs including regional coordinating networks, alternative payment models, digital interoperability infrastructure, and rural health workforce initiatives

Allocates funding for Children's Division services including $169.3 million for adoption and guardianship subsidies, $95.9 million for foster care maintenance payments, $56.9 million for community-based case management contracts, and $43.3 million for residential treatment placements

Includes restrictions in Part 2 limiting provider rate increases beyond January 2025 levels for most services, and Part 3 guidance requiring the Department to notify legislative appropriations committees of state plan amendments, federal submissions, and monthly expenditure projections
