Appropriates capital improvement funds for Missouri state government departments and programs for fiscal year 2027 (July 1, 2026 - June 30, 2027), representing unexpended balances from previously authorized appropriations

Allocates over $2.4 billion for I-70 and I-44 interstate highway improvements, including planning, design, construction, and rehabilitation to expand lanes in each direction, funded through state road bond proceeds

Provides $251.8 million for construction of a 200-bed mental health hospital in conjunction with a non-state governmental acute care hospital, along with additional mental health facility funding totaling over $300 million

Appropriates $691.5 million for water and wastewater infrastructure grants and loans through the Department of Natural Resources, plus additional water infrastructure projects for specific communities

Funds numerous capital improvement projects across state agencies including $55 million for Missouri State Fair livestock barns, $50 million for the University of Missouri Radioisotope Science Center, over $42 million for Department of Conservation land acquisition and facilities, and multiple state park renovation projects totaling over $40 million
