Prohibits minors (17 and under) from accessing "AI companions" designed to simulate interpersonal, emotional, or therapeutic interactions

Makes it unlawful to design or make available AI chatbots that pose a risk of soliciting minors to engage in sexually explicit conduct, or that encourage suicide, self-injury, or violence, with fines up to $100,000 per offense

Mandates chatbots disclose they are AI systems at conversation start and every 30 minutes, prohibits them from claiming to be human or representing themselves as licensed professionals

Authorizes the Missouri Attorney General to enforce violations through civil actions, subpoenas, and civil penalties up to $100,000 per violation, with existing accounts to be frozen as of August 28, 2026 pending verification
