Prohibits health care providers from performing gender transition surgeries on individuals under 18 years of age

Bans prescribing or administering cross-sex hormones and puberty-blocking drugs for gender transition purposes to minors, with a temporary exception until March 1, 2027 for those who began treatment before August 28, 2023

Removes the previous August 28, 2027 expiration date, making the restrictions on hormones and puberty-blocking drugs permanent

Creates a private right of action with a 15-year statute of limitations, minimum damages of $500,000, treble damages, and a rebuttable presumption of harm if infertility results

Exempts treatment for individuals with medically-verifiable disorders of sex development and procedures necessary to prevent imminent danger of death or major bodily impairment
