Establishes automated expungement beginning August 28, 2029, allowing eligible criminal records to be closed without filing a petition, with waiting periods of 1 year for misdemeanors/infractions and 3 years for felonies after final disposition

Limits lifetime expungements to no more than 2 felony offenses and 4 misdemeanor offenses per individual; unlimited infractions may be expunged

Requires the Office of State Courts Administrator to identify eligible records monthly and transmit them to prosecuting agencies, which have 60 days to object based on ineligibility, unpaid restitution, or pending charges

Restricts credit bureaus from reporting arrests, indictments, and convictions for longer than 7 years from final disposition, with liability provisions for willful or negligent violations

Creates the Missouri Expungement Fund to cover implementation costs, system upgrades, and staffing needs for the Department of Public Safety, IT Services Division, and Office of State Courts Administrator
