Creates a new "entertainment district special license" allowing the sale of intoxicating liquor by the drink from licensed establishments and portable bars until 1:30 a.m. Monday-Saturday and from 6:00 a.m. Sunday until 1:30 a.m. Monday

Limits eligible entertainment districts to two specific geographic areas: cities with 4,400-4,900 inhabitants near a lake with at least 1,000 miles of shoreline (in counties of 40,000-50,000), or cities with 46,000-51,000 inhabitants bordering the Missouri River

Permits patrons to leave licensed premises with alcoholic beverages and consume them in other licensed establishments and common areas within the entertainment district, but prohibits taking alcohol outside district boundaries

Requires licensees to serve beverages in containers displaying the licensee's trade name, logo, or unique identifying mark, and assigns sole responsibility for alcohol violations to license holders

Sets the annual license fee at $300 and authorizes local governing bodies to adopt ordinances for district approval, rules, and enforcement
