Requires all Missouri public schools and public postsecondary institutions to treat antisemitic harassment and discrimination identically to race-based discrimination, using the International Holocaust Remembrance Alliance (IHRA) definition adopted May 26, 2016

Mandates integration of antisemitism definitions into student, faculty, and employee codes of conduct, with penalties for violations in compliance with Title VI of the Civil Rights Act of 1964

Establishes formal complaint processes through Title VI coordinators at the Department of Elementary and Secondary Education (for K-12) and the Coordinating Board for Higher Education (for postsecondary), with 30-day remediation requirements for institutions found in violation

Requires annual reports on antisemitic discrimination complaints to be published online and submitted to the General Assembly before July 1st each year

Protects First Amendment rights by specifying that criticism of Israel similar to criticism of other countries shall not be considered antisemitic, and prohibits institutions from creating lists or databases of students based on religious or political views
