Adds a new category of fourth-degree assault for knowingly causing physical pain to a "special victim" as defined in section 565.002 (which includes law enforcement officers, emergency personnel, elderly individuals, and others)

First offense for causing physical pain to a special victim is a class A misdemeanor; second offense becomes a class E felony; third or subsequent offense becomes a class D felony

Prohibits fines as a sentence for the new special victim physical pain offense and eliminates eligibility for probation or parole until minimum incarceration is served

Requires minimum 6 months incarceration for first offense and 1 year for second or subsequent offenses involving physical pain to special victims

Amends section 565.056, RSMo, introduced by Representative Phelps in the 103rd General Assembly
