State preempts all local regulation of tobacco products, alternative nicotine products, and vapor products, including ordinances on ingredients, licensing bans, and product bans

Repeals existing law that allowed local political subdivisions to enact more stringent tobacco regulations than state law

Local governments may still enforce ordinances setting the minimum purchase/sale age at 21 years old for tobacco, nicotine, and vapor products

Preemption does not apply to local laws, ordinances, or regulations enacted prior to January 1, 2026, which remain in effect
