Establishes court-ordered assisted outpatient treatment for adults 18+ with mental disorders who will not voluntarily obtain treatment and are unable to make informed decisions about their care

Permits petitions to be filed by mental health program directors, emergency receiving center administrators, guardians, or state/local health agencies when a person's treatment non-compliance has twice led to civil detention or resulted in serious violent behavior within the preceding 36 months

Requires hearings within 2 judicial days of petition filing, with respondents entitled to court-appointed attorneys, jury trials upon request, and proof by clear and convincing evidence standard

Authorizes treatment orders for up to 2 years, including case management, medication management, therapy, substance use treatment, and crisis intervention services provided through certified community behavioral health clinics

Allows courts to order hospitalization for up to 10 days without a hearing for non-compliance, or longer upon recommendation from a community mental health center; requires the Office of State Courts Administrator to submit annual reports on treatment orders and outcomes
