Expands the definition of "recreational area" for residential property classification to include playgrounds, outdoor sports facilities, golf courses, shared neighborhood common grounds, nature preserves, and other open spaces used for noncommercial leisure or aesthetic purposes

Single-family homes owned by sole proprietors, individuals, partnerships, or LLCs that are leased for less than 30 consecutive days and subject to sales tax shall be classified only as residential property, not commercial

Clarifies that leasing a single-family home for less than 30 consecutive days does not in itself constitute "transient housing"

Reorganizes existing definitions for residential, agricultural/horticultural, and utility/industrial/commercial property into lettered subsections without changing most substantive requirements
