Requires all Missouri school districts and charter schools to provide cursive writing instruction in elementary schools so students can read cursive documents and produce legible cursive handwriting

Beginning in the 2028-29 school year, all fifth-grade students must take a teacher-constructed test demonstrating competency in both reading and writing cursive

Local school boards and charter school governing boards are responsible for approving and adopting curriculum and competency standards for cursive instruction

Adds new section 170.025 to Chapter 170 of Missouri Revised Statutes
