Designates the antibullying statute as "Sawyer's Law" and expands the definition of bullying to include intimidation, unwanted aggressive behavior, and harassment that is repetitive or substantially likely to be repeated

Requires school employees to report witnessed bullying incidents by the end of the school day (or before the next school day if after hours), and mandates that parents of bullied students be notified when incidents are reported and investigations begin

Prohibits zero-tolerance disciplinary policies for bullying victims and requires schools to consider self-defense when disciplining students who responded to violence committed against them

Mandates monthly reports to school boards on all bullying incidents, acts of school violence, and crimes, with board review in closed session and resolution of discrepancies within 30 days

Provides liability immunity for school employees and volunteers who intervene in bullying incidents following proper procedures or acting in good faith, and prohibits charter schools from expelling or transferring students solely due to bullying reports against them
