Creates the "Missouri Nuclear Clean Power Act" allowing electrical corporations to include construction work in progress costs in their rate base for new nuclear-fueled generating facilities of 600 megawatts or less located in Missouri

Permits similar rate base treatment for construction work in progress on new natural gas-generating units, with provisions expiring December 31, 2035 (extendable to 2045 upon commission approval)

Requires refunds with interest if the Public Service Commission later determines construction costs were imprudently incurred or if projects are not placed in service within a reasonable timeframe

Applies only to clean baseload generating plants entering commercial operation after August 28, 2026, with the nuclear provisions set to expire December 31, 2036 (extendable to 2046)

Removes existing statutory language that characterized charges based on construction work in progress costs as "unjust and unreasonable"
