Expands the Higher Education Academic Scholarship Program starting in the 2027-28 academic year to cover full in-state tuition for the first four semesters for eligible students who score in the top 5% on the ACT or SAT

Requires the Missouri Department of Higher Education and Workforce Development to develop a new funding model for public higher education institutions based on a 2023 commissioned study, with a plan due by August 31, 2026

Mandates the new funding model incorporate cost-based approaches recognizing institutional missions, performance components for student success, and accountability measures

Requires General Assembly approval by concurrent resolution before the funding model takes effect, with implementation beginning in fiscal year 2028-29 for all public four-year institutions, community colleges, and State Technical College of Missouri
