Petition circulators must be U.S. citizens, at least 18 years old, Missouri residents or physically present in Missouri for at least 30 consecutive days before collecting signatures, and registered with the secretary of state

Prohibits paying petition circulators based on the number of signatures collected; adds accepting or offering money for petition signatures as petition signature fraud (class A misdemeanor)

Requires petition signature pages to be printed on secretary of state-prescribed forms with text in 12-point Times New Roman font and one-inch margins; signatures must be recorded in black or dark ink

Limits sample petition sheet submissions to the period after a general election until six months before the next general election; statutory initiative signatures must be filed at least six months before the election and collected only after the previous general election

Restricts ballot title challenges to Missouri registered voters (rather than any citizen) and prohibits courts from issuing relief on ballot title challenges less than eight weeks before an election; repeals requirement for public hearings by the joint committee on legislative research on certified petitions
