Restricts opposite-side sign placement on interstate and freeway primary highways, which must still independently qualify as unzoned commercial or industrial areas

Waives the $200 permit fee for landowners who hold the permit, own the land where the sign is placed, and own the business being advertised, provided the business is within 750 feet of the sign

Waives the $100 biennial inspection fee under the same landowner conditions (permit holder owns both the sign location and the advertised business within 750 feet)

Amends sections 226.540 and 226.550 RSMo governing outdoor advertising regulations along interstate, federal-aid primary, and National Highway System roads
