Expands Missouri's no-call database protections to include business subscribers in addition to residential subscribers, allowing businesses to register their telephone numbers to block telemarketing calls

Defines and prohibits "call spoofing" as knowingly transmitting misleading or inaccurate caller identification information with intent to defraud, cause harm, harass, or wrongfully obtain anything of value

Requires voice service providers to implement STIR/SHAKEN authentication protocol or comparable technology to verify caller identification by August 28, 2027

Mandates providers block calls from invalid North American numbering plan numbers, unallocated numbers, and numbers requested to be blocked by their assigned subscribers

Establishes penalties for non-compliant voice service providers ($25,000 first offense, $50,000 second offense, $75,000 third or subsequent offenses) and grants call recipients standing to recover actual and punitive damages up to $5,000 per spoofed call
