Creates the "Missouri Integrated Safe Driving Program" allowing public school districts and charter schools serving grades 9-12 to adopt driver education instruction beginning in the 2027-28 school year

Requires the Department of Elementary and Secondary Education to receive and vet sample lessons from recognized statewide professional organizations and districts, then make them available to schools

Mandates curriculum covering Missouri's graduated driver license requirements, distracted driving, law enforcement traffic stop procedures, risky driving behaviors data, and safety concerns related to pedestrians, commercial vehicles, and motorcycles

Prohibits requiring students to physically operate a motor vehicle as part of the instruction, while allowing schools to offer separate elective driver education courses

Authorizes the State Board of Education to promulgate rules for administering the program, subject to chapter 536 requirements
