Requires salvage dealers and dismantlers to obtain a license for buying or selling catalytic converters or their component parts, and extends record retention for scrap metal transactions from 36 months to 4 years with mandatory monthly reporting to the Department of Revenue

Creates new requirements for catalytic converter sales including proof of lawful acquisition, vehicle identification information, and a 5-day holding period before the converter can be altered or destroyed; violations are now a class E felony with potential license revocation

Establishes that receiving, retaining, or disposing of a catalytic converter that a person knows, believes, or reasonably should suspect is stolen constitutes theft; stealing a catalytic converter is a class E felony, and unlawful possession with intent to sell is also a class E felony

Prohibits deceptive solicitations that appear to be bills or invoices unless they include a prominently displayed disclaimer in at least 30-point boldface capital letters stating "THIS IS NOT A BILL"; damages for violations equal three times the amount solicited

Repeals Missouri's Sunday sales restrictions that prohibited retail sales of motor vehicles, clothing, furniture, appliances, and other goods on Sundays
