Amends Section 23.140, RSMo to add a seventh required component to fiscal notes prepared by the oversight division of the committee on legislative research

Fiscal notes must now include an estimate of the employee hours required to implement a new program

Existing fiscal note requirements remain unchanged, including: cost to the state for the next two fiscal years, duplication of existing programs, federal mandate status, impact on political subdivisions, new physical facilities needed, and economic impact on small businesses

"Small business" is defined as an independently owned entity employing 50 or fewer full-time employees
