Requires school districts and charter schools (excluding virtual schools) to adopt written screen time and instructional technology policies for elementary students (K-5) by the end of the 2027-28 school year

Policies must establish limits on student screen time during and outside school hours, restrictions on internet-connected devices, standards for using physical manipulatives and traditional materials like printed books and handwriting resources

Parents must be notified annually of the policy and can request information about their child's login time and technology use at no cost, as well as request to limit or eliminate their child's screen time

Creates a 12-15 member "Framework on Classroom Use of Screens Council" (FOCUS Council) chaired by the commissioner of education to study screen time impacts and develop a model school board policy by July 1, 2027

Expands the literacy advisory council's duties to include recommendations on cursive writing instruction and assessment in promoting student literacy
