Eliminates the decentralized emissions inspection program that applied to vehicles in nonattainment areas including St. Louis City, St. Louis County, and surrounding counties with populations meeting specified thresholds

Removes references to emissions inspections from fleet vehicle registration requirements while maintaining safety inspection requirements under Chapter 307

Deletes the Missouri Air Emission Reduction Fund and all associated fees, waiver procedures, inspection station certifications, and penalty provisions related to emissions testing
